Commonwealth Marine Litter (CLiP) Programme

Background

It is estimated that in the Asia-Pacific region, the cost of marine litter to marine industries is a minimum of €1.26 billion per year, including losses from tourism, entangled ship propellers and time lost for fishing (McIlgorm, A., et al. 2008). Up to 90% of marine litter is made up of plastics, originating from both land and sea-based sources (UNEP, 2009; Ospar). Plastic debris from land comes from two sources: first, ordinary litter; and, second, material disposed in open dumps or landfills that blows or washes away, entering the ocean from inland waterways, wastewater outflows, and the wind. Marine sources of plastic debris are more nuanced, but arise from shipping activities related to transport of goods, services, tourism and fishing.

Implementation

APWC focussed on several areas to quantify and manage plastics waste in Vanuatu and the Solomon Islands. The company provided a team of specialists to work with in-country personnel to undertake:

  • Data collection for sea based sources of marine litter.
  • Data collection on land based sources of marine litter.

The waste auditing involved training of in-country personnel in waste auditing and data collection.

APWC also undertook surveys and interviews with key stakeholders.  The data informed a detailed analysis provided to the respective governments as the Waste Data Collection Report.

Islands of Efate and Espiritu Santo and the respective provincial governments for Shefa and Sanma province.

Samples were taken from the main island communities of:

  • Port Villa
  • Luganville

Four outer islands were also visited. These were:

  • Lelepa (Efate)
  • Ifira (Efate)
  • Tutuba (Espiritu Santo)
  • Mavea (Espiritu Santo)

Further rural samples were sourced from areas in the Shefa province, from the highly affected community of Black Sands

Provinces of Guadalcanal and Malaita.

Samples were taken from the main island communities of:

  • Honiara
  • 5 rural communities
  • Three villages in Auki (Kilusakwalo, Ambu & Arabella)

Outcomes

The Waste Data Collection Report enabled a gap analysis to be undertaken in each country to identify a range of waste management areas requiring support.

Commonalities in the gap analysis revealed support required in each country included:

  • Pricing legislation
  • Data collection/decision making
  • Economic instruments
  • Collection services
  • Equipment and maintenance
  • Contracts and tenders
  • Landfill design and management
  • Education and Engagement
  • Recycling
  • Monitoring
  • Training.

The report identified:

APWC provided Best practice case studies and Recommendations for minimising waste leakage and maximising reduction, recycling and re-use to support the respective governments.

APWC on the request of Cefas created relevant in-country and Australian-based training programs to international standards in consultation with:

  • Municipal Councils
  • Recyclers
  • NGOs and Community groups
  • Provincial Government, Islands and Contractors.

The training developed focusses on improving national monitoring, compliance and reporting programmes.

In-country topics required to be delivered by local experts are:

  • Waste data collection

  • Landfill data collection
  • Data management

The Australian-based training program to be delivered by peak industry organisations, government representatives and local specialists over three days covers:

  • Container Deposit Schemes
  • Education and Engagement
  • Contract Management and Tenders
  • Waste Strategy and Monitoring.

The programme includes best practice demonstrations of:

  • Composting
  • Re-use
  • Education Centre
  • Artists programme
  • Leachate Collection and management
  • E-waste recycling
  • Bespoke solutions for equipment.
